Both are inclined-surface (Lamella-principle) clarifiers. The difference is flat plates versus small tubular channels — which changes robustness, cleanability, and solids tolerance.

A lamella clarifier uses flat inclined plates with open channels; a tube settler uses bundles of narrow inclined tubes. Both multiply settling area on the same principle, but geometry drives operational differences.

Tube modules pack more area into a given volume at lower cost. Lamella plates handle heavier solids, resist fouling, are easier to clean, and — in stainless steel — last far longer.
